On March 19 2025, through The Disaster Recovery Act of 2025 – Part I (S.L. 2025-2), the North Carolina General Assembly established the Agricultural Disaster Crop Loss Program, a one-time assistance program for agricultural producers who suffered verifiable losses from any declared agricultural disaster in 2024. This includes Hurricane Helene, drought, Tropical Storm Debby, and Potential Cyclone 8. The General Assembly appropriated nearly $311 million for the program that will be administered by the North Carolina Department of Agriculture and Consumer Services. $200 million will be for verifiable losses from Hurricane Helene in the affected area and about $111 million will be for verifiable losses from all other agricultural disasters in 2024.

Who is Eligible?

  • A person who experienced a verifiable loss of agriculture or aquaculture commodities or farm infrastructure as a result of a Presidential or Secretarial declared disaster (including contiguous counties) in 2024.
  • The farm is located in an affected area for the respective agricultural disaster.
  • The commodity or aquaculture was planted or being raised before the date of the disaster set forth in the Presidential or Secretarial declaration for the county in which the agricultural or aquaculture commodities or farm infrastructure are located and for which verifiable losses are claimed.

Eligible Producers Will Need the Following:

  • A 2024 FSA 578 Producer Print on file with the USDA Farm Service Agency for USDA reported crops.
  • If you do not have a 2024 FSA 578 Producer Print, please contact your local FSA County to schedule a time to complete a 2024 crop report.
  • Completed NC Sub W-9 for producer SSN/EIN. Form available at www.ncagr. gov/AgDisaster

How to Apply:

  • Complete an electronic application at www.ncagr.gov/AgDisaster from April 1 through May 4.
  • During the application period, nursery crops, fruit-bearing trees and bushes, and specialty crops where the survival level is not immediately known, may extend their deadline another 45 days to June 18, 2025

Tips in filling out the application:

  • Multi county producers can submit one application per county, per tax ID number.
  • The W-9 should be filled out exactly how you file taxes.
  • If you do not have a copy of your FSA-578 form, contact the Haywood FSA office at 828-456-6341 ext. 2
    • FSA can email 578 forms if needed. You do NOT need a 578 form if reporting road/culvert damage
  • If you start the application, you can save your progress but will only register one time as a new user.
  • On the W-9, in block 13, put a check mark or put ‘Farmer’ underneath it.
  • If possible, upload a farm track map or map of land.
  • If possible, upload GIS coordinates of farm roads, bridges or culverts if an address is not available.
  • This program is not eligible for fencing costs regarding infrastructure but please note what was lost on your application.
  • Make note of the amount of acreage of grazing and hay ground that was lost to drought. If less than one acre, indicate .1 on the application.
